Project Objectives

QUEECA aims to develop and implement a system of Engineering Education Quality Assurance in Central Asian countries (CA) for the pre-professional accreditation of engineering programmes (i.e., accreditation of educational programmes as an entry route to the engineering profession). The accredited programmes must satisfy the same conditions required for the award of the EUR-ACE quality label (i.e., the EUR-ACE Framework Standards [EAFS] and the European Standards and Guidelines for Quality Assurance in Higher Education).

This will be achieved via the creation of a network of National Quality Assurance/Accreditation Agencies (and possibly a Regional Federation) to accredit engineering programmes and authorized by ENAEE to award the EUR-ACE quality label, through the following steps:

  • Create a National Engineering Education Society where it does not exist (in Kazakhstan and strengthen the existing KazSEE) and a Central Asian Federation of Engineering Education Societies, partnered with SEFI and IFEES;
  • Adapt the EAFS and formulate analogous Central Asian Standards (CAEAS) in Russian and English;
  • Create Accreditation Centres in CA (with a Regional coordination) and train relevant “accreditors“.
  • Run a series of trial accreditations with international teams to test the draft CAEAS and the local accreditors;
  • Take into account the results of the trial accreditations to formulate the final version of CAEAS;
  • Conduct a first run of (real) engineering programmes accreditation and award the first EUR-ACE labels in Central Asia;
  • Formulate a self-supporting financial plan for carrying out accreditation after the project closure.

Synergies will be sought with the other TEMPUS projects such as CANQA and ECDEAST and the LLP Network EUGENE. ENAEE members (RAEE, ASIIN, SEFI) that already accredit engineering programmes in Central Asia may award EUR-ACE labels to be included in the system set-up by QUEECA.
